NIRLab Field Narcotics Intelligence

Turning every field scan into a drug market intelligence signal

Introduction

Identifying a substance answers one question: what is this? Knowing its purity, cutting agents, and mixture composition, tracked across time and geography, answers a different question entirely: what is the drug market doing, where is it shifting, and where should command focus next?

Purity Is a Drug Market Intelligence Signal

Identity tells officers what they seized. Purity tells command what is happening in the supply chain.

For cocaine and methamphetamine, a single purity reading is useful. A pattern of purity readings, accumulated across dozens of officers and hundreds of scans, becomes something different: a near-realtime picture of drug market dynamics that no other field tool creates.

Five intelligence outputs emerge from purity data at scale:

  • Supply pressure: purity falling across multiple regions signals interdiction impact, scarcity, or new cutting behavior at the wholesale level.
  • Market level: high-purity samples appear near importation and upper-tier distribution. Low-purity samples indicate retail dilution. Purity at the point of seizure helps locate a sample in the supply chain.
  • Geographic profiling: sustained purity increase in one corridor with stability elsewhere may indicate a distinct trafficking route, a new distributor network, or local processing behavior.
  • Early warning: field purity data moves faster than lab-confirmed datasets. Operational decisions do not wait for confirmatory lab results that can take days or longer.
  • Threat assessment: meth purity spikes affect overdose risk and trafficking prioritization. Cocaine purity shifts signal changing adulteration practices or new product batches reaching the street.

Purity alone is useful. Purity combined with substance identity, cutting agent, location, date, and agency becomes operational intelligence. Purity plus cutting agent patterns across jurisdictions can become network intelligence.

NIRLab drug identification and quantification

What command can act on:

Trend Monitoring: Cocaine or meth purity rising, falling, or fragmenting by region. Updated with every scan from every device in the fleet.

Early Warning: Sudden emergence of unusually high-purity product, new adulterants, or changing mixture profiles before they become a wave.

Resource Allocation: Direct narcotics, customs, and task force attention toward areas showing meaningful market shifts, not anecdotal field reporting.

Investigative Linkage: Compare purity and cutting agent profiles across jurisdictions to identify possible common sources or distribution networks.

Command Reporting: Give leadership a data-backed view of drug market movement across the region in real time.

Field purity should be treated as an intelligence and screening metric. It supports triage, trend analysis, and operational decision-making. Lab confirmation remains the standard for prosecution.

Four Intelligence Views

Identity tells officers what they seized. Purity tells command what is happening in the supply chain.

Samples ViewComplete log of every scan: date, time, officer, substance, purity, cutting agents, GPS location. Searchable and exportable. The chain of custody record begins at the moment of scan, before the officer leaves the scene.
Purity ViewTrend analysis of substance purity over time across all devices in the fleet. See purity rising, falling, or shifting by substance and by region. Identifies supply chain events before lab-confirmed data catches up.
Map ViewGeospatial visualization of all scan activity. Every scan plotted by GPS location. Hotspot identification and coverage gap analysis at a glance, across one agency or an entire HIDTA region. Scan density by area visible instantly
Active Devices ViewTrack which devices scanned today, this week, this month. Agencies or officers with coverage gaps become visible before they become case failures or accountability issues. Fleet-wide activity at a glance from any browser.

From a single data point to a network picture

Field Officer: Scan results and warrant-ready reports in the mobile app. Full scan history accessible from web. No manual export required.

Supervisor: Live view of every officer scan: substance, purity, location, time. Officer activity comparisons. Accountability without waiting for end-of-shift reports.

Task Force / Command: Purity trends and substance
prevalence across all devices in the jurisdiction. Coverage gaps visible by officer and area. Emerging substance alerts as new threats appear.

HIDTA Director / DEA / Regional Command: Regional purity trends across all member agencies simultaneously. Geospatial hotspot mapping. Early detection of new substances or supply chain shifts. CSV export for analyst integration and ONDCP reporting.
